Now that the NFL is a full-blown passing league, teams can not have enough good cornerbacks. Since free-agency comes before the draft it will be important for Miami to fill a few of their needs before they get to the draft. If they can do this on a position like cornerback, then this is a double positive because it fills a need, and it allows Miami to use their draft picks on other positions of need. Cox is definitely one of those players that will fill a need at a reasonable price so that Miami has money to spare on other players.
